As was to be expected, that's not free software (or even open source) (or even source).

You're probably breaking the law by even hosting that link: there's no licence to be found anywhere, let alone one allowing redistribution.

This is why proprietary software sucks.

Can anybody write package definition ?

Considering the fact that this is a 10-year-old binary blob for use with >10-year old, that it would be illegal to host the origin unless you find a licence permitting that (unlikely), and that it has 0% chance of ever making it into Guix proper, you're very unlikely to find a volunteer to do this for you. And this mailing list or any other Guix project channel would not be an appropriate place to find them. Sorry.

As you can see by the number of patches at that first link, keeping such old hardware working with modern software presents plenty of challenges—without adding those of binary blobs :-)
