The Fluendo guys managed to stream both GUADEC and AKADEMY via Theora
earlier this year. However, their server might not be entirely free
either (not sure), but at least you can recieve it with Free Software
alone.

I was under the assumption that at least some parts of Helix are
considered Free Software, not sure whether it's the codec or the player.
