Bug#814778: libidn: Please move idn library to /lib

Hi,

systemd-resolved is installed in /lib and can use libidn. For the time
being this is not possible because systemd-resolved is installed in /lib
while libidn is installed in /usr/lib

The library should be moved to /lib
