Ah, right, tags aren't added unless they are marked with EXPLICIT or the
entire file with EXPLICIT TAGS.  I think this is how ASN.1/DER is
supposed to work though.  RFC 5280 contains two ASN.1 schemas, to
confuse things further...

Anyway, I'm happy you resolved the problem.
