I don't see any error even remotely similar to "-c is not recognized as
an internal or external command" in your log.

Please provide the actual error message.  In general it's not necessary
to send a huge log file of debugging output, at least unless someone
asks for it.  Just a short makefile which shows the error, along with
the error message itself (please cut and paste, don't paraphrase).
Also, provide the version of GNU make you're running.

Finally, specify whether you're using the Cygnus version of make, or the
FSF version (they are both GNU make but they are not identical).
Problems with the Cygnus version need to be addressed to the Cygnus
folks.
