building gnu-make

When building gnu-make I recieve several errors.  And each error includes:

name_of_file.c:line_number: undefined reference to 'libintl_gettext'

This same error is repeated for files main.c commands.c and ar.c.

I am unable to determine what dependency if have failed to compile in order
to compile gnu make.  I have compile gettext already??
