How to let Make run for specific time stamp?

Hello:

I am a new user of GNU make. I have a question about
the usage of time stamp. 
If I have a project which contains several files, each
file have several version, managed by CVS. Can I set a
time stamp like "Dec 30, 2005", then ask Make to just
compile the files with time stamps EARLIER than Dec
30, 2005 which I specified and does not compile the
newer version? How to achive this goal? Thanks for
your answer!
