After some thought, now I have working makefile like this,

%.cdb : %.tcp
        cat $^ | tcprules $@ address@hidden

all : a.cdb b.cdb

a.cdb : 
b.cdb :

2 questions on this,
1. Why does this not work?
all : $(wildcard *.cdb)

2. How can I avoid listing explicitly?
a.cdb : 
b.cdb :
