It's in C.
Download the latest release's source code from
ftp://ftp.gnu.org/gnu/make/
or grab the development code from CVS:
http://savannah.gnu.org/cvs/?group=make

If I'm not mistaken, the timestamp is read in file.c, and compared in
remake.c, but I'm not certain; I'm not very familiar with the code base.
