Hello Bill. I do not know about your specific problem but I recently found that make 4.0 apparently fixes lots of obscure bugs. You don't mention having tried make 4.0 (I backported from latest Ubuntu/Debian to Trusty) -- if the problem is fixed in that version maybe you can just try to get your target to upgrade.
