in bash:
export CFLAGS="--static"
in csh (I think):
setenv CFLAGS --static
using configure:
$./configure CFLAGS="--static"

All this does is add "--static" to the gcc command line.
I can not guarantee that this will build a static version of nano.

On my system "--static" does not exist in the man page for gcc.
However -static and -static-libgcc do.
Perhaps you meant those?
