This solution with 'setfont eurlatgr' fixed the problem for me. U+2019 is now displayed correctly in Nano and Lynx. Thank you very much for your help.

Try `setfont eurlatgr`.  Then `showconsolefont` will show
eight blocks of 64 characters, and here (on Manjaro) nano
shows the U+2019 as an apostrophe, as does vim.
