acknowledgment to Octave in papers

Yes, we are always interested in knowing how Octave is being used.
Having a list of success stories may be helpful in obtaining future
funding.

It would certainly be helpful for you or someone else to maintain the
list.  Otherwise, you can just send any information about projects
that are using Octave directly to me.
