Installing Octave on Windows 98

Subject: Installing Octave on Windows 98

I am following the instructions in README.gnu-gnu-win32-install 
In the instruction, it says :
" Install less-gnu-win32.tar.gz along with the gnuwin32 tools. Change
your directory to /gnuwin32/b19/h-i386-cygwin32 and untar the
less-gnu-win32.tar.gz file ( bash syntaxx)
      tar zxf /path/to/less-gnu-win32.tar.gz"

i get the following error message :

 "tar(child):cannot open archive /path/to/less-gnu-win32.tar.gz: No
such file or directory
  tar(child):error is not recoverable: exiting now
  tar:child returned status 2
  tar: error delayed from previous errors"

please tell me:

1> where to place less-gnu-win32.tar.gz initially ?
2> for cygwin sesion $PATH=c:\gnuwin32\b19\h-i386-gygwin32\bin . do we
create a new directory named "to" inside "bin" and then untar less-gnu
there ?
3> when we untar less-gnu we get two directories - "man" and "bin". In
which directory must these directories exit for running Octave.
