Octave and ActiveX in WinNT?

Can I use ActiveX/COM controls to link up to other Win32 apps from the
Octave port?  I'm currently using Matlab to interact with Hysys (a
Windows-only simulation package) in WinNT but may soon lose the Matlab
license.  I want to avoid paying the $$ to renew Matlab.  As far as I can
tell, Octave has everything else I need: plotting routines, functions I
can define, and the ability to use Fortran subroutines (via the C++
wrapper, which shouldn't be too hard).  I rely on Hysys for its thermo
routines, and since I have long-term access to it I don't want to have to
code all that myself, so the link to Hysys is a must-have.
