It works for me.  Try the following:

        pkienzle:~/octave$ export JUNK=5
        pkienzle:~/octave$ octave
        GNU Octave, version 2.0.16.91 (i386-pc-linux-gnu).
        Copyright (C) 1996, 1997, 1998, 1999, 2000 John W. Eaton.
        This is free software with ABSOLUTELY NO WARRANTY.
        For details, type `warranty'.

        systemoctave:1> system("echo $JUNK")
        5
        ans = 0
        octave:2>
