To get the latest package descriptions, i.e. those that have been
changed since the latest point release (0.5.2) use:
fink selfupdate-cvs
See, http://fink.sourceforge.net/doc/cvsaccess/index.php
This is a pure fink issue, unrelated to octave but I'll cc help-octave
in case anybody has the same problems.

IIRC, this was a problem with octave 2.1.40 in fink.
The package was updated because of this, and the fink page lists
2.1.46 as the current version in both stable and unstable branches.
http://fink.sourceforge.net/pdb/package.php/octave
That's right. I have 2.1.40. Fink seems to think this is the most
recent. When I type fink update-all it says:
Information about 1159 packages read in 0 seconds.
No packages to install.
Have you updated the package descriptions?
What does "fink list octave" give you?

heberf% fink list octave

i octave 2.1.40-1 Matlab-like language for
computations
