No, I don't think built-in variables that change the behavior of
fundamental language features are a good idea. It is OK to change
output formats or things like that. But I don't think you really want
someone to be able to set a variable in their .octaverc file and
suddenly get different results without any clue about why that
happened. Octave had a lot of these kinds of variables in the past.
Most have been removed because they caused more problems than they
solved.

No, but you could define your own and contribute them.
