New octave-forge release

Thanks to the work of many we have a new release of octave-forge (http://octave.sf.net).

* support 2.1.69
* new functions: randg, cellfun, cell2mat, bwarea, imresize, savepath
* use new gnuplot interface for functions
* fix rand bug on non-intel architectures
* more econometrics functions
* textread now returns cell arrays
* bug fixes and improvements (see ChangeLog for details)
