Should every package include every dependency?  Seems like a bad plan
to me...

In any case, you really should not need f2c these days now that g77
and gfortran are available.  But Octave's configure script still
searches for it (but only if it fails to find a suitable Fortran
compiler) because there may be some system out there that only has a
working C++/C compiler.
