At http://www.gnu.org/software/octave/download.html you'll find source
code bundles for the current `testing' (2.1.73) and
`development' (2.9.7) versions of Octave; neither contain Octave-Forge
nor Gnuplot, for which see http://octave.sf.net and 
http://gnuplot.info/ .

There might also be precompiled binary packages for your operating
system; e.g. for Debian etch you can get octave 2.9.6 and gnuplot 4.0
with

 # apt-get install octave2.9 gnuplot
