There is a bundle package that allows you to download all packages at once. See http://sourceforge.net/project/showfiles.php?group_id=2888&package_id=29785

Once the packages are installed you can load them all at once with the
  pkg load all
command. You should note that you really need octave 2.9.10 for something that works well with the packages.
