Right-click on the Octave icon and choose Properties in the context menu. There you can modify foreground and background colours. One of the pages there - I think it is called layout - offers to increase buffer size or something called similar (don't have a Windows computer at hand right now). All that said - if you installed 2.9.12 with "console" you probably need to do all these changes in console's properties dialogue.
