Sorry if this is (slightly) OT. Is it built with atlas enabled?

No, but I can work on getting atlas into EPEL. The Fedora version of atlas, like the Debian version, is meant to be a drop-in replacement for blas and lapack. You could try rebuilding the Fedora SRPM and I think it would likely work.
