Problem with edit_history under Windows

I am new to Octave and this forum, never used MatLab, and am running Windows
(XP SP2). If anyone is still there, I hope they will bear with me in what is
probably a simple problem. I have searched the archives, and tried a few
things myself to no avail. I am plodding through the GNU Octave Manual and
encountered the following problem:

edit_history 12 14
'C\Program' is not recognized as an internal or external command, operable
program or batch file

but

disp(EDITOR)
c:\Program Files\Octave\tools\wscite\SciTE.exe

And just entering edit does bring up the editor.
I downloaded the Windows Octave 3.0.0 binary from sourceforge.net. The
welcome message says Octave was configured for "i686-pc-msdosmsvc". Any help
would be appreciated.
