The above error was resolved by using regex 2.7 in GnuWin32 instead of msys 
regex.
I have also found that 3,1.50 requires single precision of fftw librariess.

This is beyond my ability.

Will anyone give me helpful comments?

I will try to continue building octave 3.1.50  by 'make -i'
