cannot pkg install: /usr/bin/ld: skipping imcompatible

I know little about octave.
It seems that I know even less about system admin work.
Which I do.
I am attempting to install  octave-forge-bundle-20080831
I run octave
cd to where my *.tar.gz are.

octave:4> pkg install ann-1.0.1.tar.gz
