Dear Ocatve List,

I've done my best to locate the original author of the stream function script.
How ever, it seems that there should be no barrier to publish this code under a GPL license.
At least that is Andrey Scherbina is saying, see below in his answer (he originally published this code where I took it from).

Would be great to know it is there in Octave for my use.

Hi,

I'm sure that would be fine. I've included the "(c)" mark  only to signify authorship. The code came from Kirill's posting on a forum some 16 years ago (quoted in full on my site), and it did not mention any explicit copyright claims. His intent was obviously to have Mathworks include this functionality in Matlab, so I'm sure he'd be fine with GPL. That being said, I'm afraid I have no more authority over the code than you do.
