Trying the above suggestions give

address@hidden:~$ apt-show-versions | grep octave
The program 'apt-show-versions' is currently not installed. You can install
it by typing:
sudo apt-get install apt-show-versions
address@hidden:~$ sudo apt-get install apt-show-versions
