I am building a lot of stuff, including Octave and its packages and all their 
dependencies, including 'gcc' and the stuff 'gcc' needs, using my own 
AppsFromScratch tool, which is free in FSF sense of the word (three parts 
having GPL, LGPG and Artistic license respectively).

Once a person interested in building gtk+ from scratch tried it on MacOS and 
progressed pretty far - the tool is intended for UNIXish systems, but de-facto 
I use it under Linux. I simply don't have a Mac. Oh, and the tool showed quite 
a number of signs of life on CYGWIN.

So, if any "C" compiler is present originally, there is a good chance all the 
rest, including full-fledged 'gcc', will be bootstrapped using it. And root 
privileges are not necessary, so nothing can be screwed up in the system.
