I have very little C and no C++ experience.
I'm sorry not to be able to contribute on the C++ level.

No problems, of course.
We'll just keep on hoping that someday someone will take it up ;-)

Anyway, there's a plethora of Java XML libaries around and many tutorials on using XML, see e.g., here:

Octave has an Octave-Java bridge (Octave-Forge package) and it has recently been integrated in the development source.
Maybe that is a way you can proceed.
