Yes, once you have the data, Octave can plot it.

Depends what you mean by "cost". If you have a copy Octave, nobody is
going to chase you down and try to guilt you into paying by calling
you a "pirate". However, Octave is not charity. I consider the cost of
using Octave is community involvement and giving something back.
We are also seriously considering freely selling Octave binaries in the future.
