Yes, once you have the data, Octave can plot it.

Depends what you mean by "cost". If you have a copy Octave, nobody is
going to chase you down and try to guilt you into paying by calling
you a "pirate". However, Octave is not charity. I consider the cost of
using Octave is community involvement and giving something back.

We are also seriously considering freely selling Octave binaries in the future.

Same as previous answer. Octave is free software:

This question is too subjective and vague to be answered concretely.

Octave has a manual and a wiki, both of which aim to be pedagogical.
