To date any commands run under database have completed

If I then run

this does bring the package online, and it appears there
is an option within the package to load automatically.

Is this the expected behaviour?

Hi Richard,
yes, it is expected.
The default for all packages should be now to not autoload.
We noted that some users tend to install all packages
and as some packages change general octave behaviour
unexpected results caused a flood of request on this help
mailing list.

As reported on
http://wiki.octave.org/FAQ

" If you want a specific package to be loaded by default at startup, consider adding the pkg load command on your .octaverc file. "
