Seems like octave already configured itself: if i run that command it says
"octave is already installed and configured"

Unfortunately it seems that there's a dependency between WRF-ARW and
openblas, therefore I had to install the libraries back. 

Thanks again to you and everybody for the great help! I would never ever
have discovered that the problem could be openblas!
