What is the difference in the  Octave3.6.4_gcc4.6.2_20130408.7z and octave-3.6.4-vs2010-setup.exe ?

It seems Octave3.6.4_gcc4.6.2_20130408.7z is based on GCC and octave-3.6.4-vs2010-setup.exe is based on Visual Studio 2010 ?
