I have Octave installed on Windows 8, and I think it automatically set the additional flag without doing anything.
Seems to run normally - via the desktop tab

Note however that there exist a problem with Windows 8 and octave must be started with the following additional flags:
-i --line-editing

I'm not a Windows 8 user, so I can't really tell, but under WinXP you would edit the shortcut properties and add the flags to the command executed. I suppose something similar exists for Windows 8.
