Can you scale the output of sigmoid_train to get the results that you
want? For example

  t = [0:1e3]' / 1e3;
  y = 2 * sigmoid_train (t, [0.2, 0.4], 0.01);
  plot (t, y);

Or is this not what you're looking for?
