Update: I have now installed the cygwin package octave-devel and here is the
error message:

octave:5> pkg install -verbose instrument-control-0.2.0.tar.gz

checking whether the C++ compiler works... no

to install from source you need compiler and other stuff

Marco or Stefan: Do I need to install any other cygwin64 packages?
e.g. some version of gcc? which package?

try installing my binary package of octave-instrument-control

setup-x86_64.exe -X -O -s

it should be simpler.
