This class on courser uses Octave:
https://www.coursera.org/learn/machine-learning.  It is now a self paced
class.  I took the second offering of it a few years ago - Andrew Ng was
terrific.  Octave was just sort of incidental, though.  Since the challenge
of converting linear algebra formulas to code is pretty low with Octave,
this made the class very focused on algorithms rather than implementation.
You only learned enough Octave to get through the class - nothing in depth.

It is probably the most "famous" class offered.  The initial class had 100K
enrollees, with about 4000 passing, IIRC.  This caused a lot of articles
written for the high participation and high drop out rate for these types of
classes.

What you describe is basically the manual of Octave

I thought you were aiming at sometihng more hands-on.

I think it is better to make a tutorial project, i.e. an engaging task for
the students/reader and provide the "theoretical" stuff as it is needed.
