I don't have an answer for you, but FWIW it's worth I see the following
times on my system:

3.2.4 (running in a VM): less than 0.1 seconds
3.6.4: about 0.43 seconds
4.0.0: about 0.56 seconds

Mike, is that consistent across the different graphics toolkits?

I tried all 3 and found about the same time.

The OP is questioning the time for legend but that is only 1.5% of the time, so any improvement would make practically no difference to the overall time.
