RCS 5.7 Install Problems

I am trying to install RCS 5.7 on a Linux 7.3 server. When I run 'make' I
get the following:
cd man && make all
make[1]: Entering directory `/usr/local/bin/rcs-5.7/man'
make[1]: Nothing to be done for `all'.
make[1]: Leaving directory `/usr/local/bin/rcs-5.7/man'
cd src && make all
make[1]: Entering directory `/usr/local/bin/rcs-5.7/src'
rm -f a.*
rm: cannot unlink `a.d': Permission denied
rm: cannot unlink `a.h': Permission denied
make[1]: *** [conf.h] Error 1
make[1]: Leaving directory `/usr/local/bin/rcs-5.7/src'
make: *** [all] Error 2
I am real new at this, so make no assumptions I have done anything right so
far. Ideas on how to get this thing working is appreciated.
