What are *,v RCS files?

got this message testing my TWiki:

 Warning: Since your CGI script is not running as user nobody, you need to 
change the locks in the *,v RCS files of the TWiki distribution from nobody to 
www-data. Otherwise, changes to topics will not be logged by RCS.  
Group(s): www-data www-data 

What does it mean: ....in the *,v RCS files .....

What are the *,v files.? Dont have those file(s).
