Russell,

The last release of RCS (1995?) happened before many of these
technologies even existed, so of course there are no dependencies to
what you mentioned.  RCS is a GNU tool that runs on any GNU/Linux
distribution and like any application there requires the usual POSIX
environment to build (C, Make, libc).  It is best to install it using
one of these distribution's packaging systems (RPM, apt) to manage the
dependencies for you.  The GNU/Linux operating system has likely been
ported to most all virtualization software even the proprietary ones,
but I'm not sure about Microsoft's.
