This is pdfTeX, Version 3.14159-14f-released-20000525 (Web2C 7.3.3)
(Fatal format file error; I'm stymied)
This generally happens when the tex program finds a different .fmt file
than the one just built. Check your paths, and you should be able to
say --debug=-1 to get lots and lots of info aboutu what's happening.
Anyway, this problem has nothing to do with Texinfo. The distribution
should have come with a usable pdftex.fmt. If you're still stymied, I'd
write to the cygwin and/or tex help lists.
