Is it only in certain circumstances that
there's a problem?
The only problem with using @contents at the start is that it will be
empty the first time around. However, any document that has indexes or
(local) cross-references has to be run more than once anyway, so it
hardly matters.
I'll try to change the manual to suggest putting @contents at the front
even more strongly.
