   The Python documentation tools are covered by the same licensing terms as 
   Python.  The README.txt in the Doc/ directory points to the specific terms 
   (at the very end of the file).

I think this is the same as the README in Python-Docs-2.3.3/ -- in
which case, it would be great if there was more specificity on this point.
What I mainly see is that

 The Python source is copyrighted, but you can freely use and copy it
 as long as you don't change or remove the copyright notice

and

 See the file "commontex/license.tex" for information on usage and
 redistribution of this file, and for a DISCLAIMER OF ALL WARRANTIES.

It would be nice if a notice about the copyright appeared in
programs/scripts themselves.

It might be helpful to distribute the mkinfo latex-to-texi converter
in a stand-alone form.
