You will have to ask on the mailing list devoted to the project that
produced this port of Texinfo.  The meaning of the message is that
Info doesn't know how to handle the type of the terminal that it sees
when it starts.  The original code uses termcap/terminfo interface to
find out what commands it should send to the terminal to move the
cursor, insert and delete characters in an arbitrary place on the
screen, etc.  Obviously, this will not work on Windows, so the port
needs to do something to solve this.  Just how did this port solve
that, I don't know.  If this is a Cygwin port, perhaps installing a
Cygwin port of Bash and running Info from Bash would help.
