It seems current implementation is mainly focused on English language,
which implies the filling work is done based on spaces? If so, this will
definitely fail for languages(like Chinese) that don't use spaces as
word delimiters.
In XeTeX, there are some variables controlling different filling scheme.
For Chinese, i use:

| \XeTeXlinebreaklocale "zh"
| \XeTeXlinebreakskip = 0pt plus 1pt
`----
Maybe we can look into XeTeX and does something similar.
