Navigation panels in "separate element" TOCs

Howdy!
In my `texi2any-config.pm', I have
`CONTENTS_OUTPUT_LOCATION' set to `separate_element'.
I export to HTML and the TOC page looks as follows:
---------------------
[Contents]
---------------------
... CONTENTS HERE ...
---------------------
[Contents]
---------------------
Notice how the top and bottom
navigation panels are not useful,
as the user is looking at their target.
Thus, I have two questions:
- Why is this the default behavior?
- How can I replace [Contents] with [Top]? (*)
(*) [Top] would be useful in this situation.
