Summary: zile cannot put tabs in some files

Initial Comment:
If i use a new text file indent-tabs-mode seems to work fine (hex dump shows 
tabs, not spaces)

but when editing the rsnapshot config file (which is very sensitive to tabs vs. 
spaces) I cannot get get zile to insert a tab instead of spaces.

I've tried:
using a .zile file containing

(setq indent-tabs-mode t)

while working with the file
M-x set-variable
Set variable: indent-tabs-mode
Set indent-tabs-mode to value: t

I'm attaching the problem file.
